Second, tap the site's WhatsApp button and submit its contact form; if the form fails on their showcase work, imagine yours. Third, Google the business by name plus city and see whether the site even appears — a website Google cannot find is a brochure nobody prints.
OWNERSHIP

Some resistance is commercial: reseller hosting and builder-platform subscriptions are recurring income, and a client who owns everything is free to leave. Some of it is just habit. Either way, the test is one question — "if we part ways next month, what exactly do I keep?" The only acceptable answer is: everything. A good freelancer is often the right choice for a straightforward brochure site: lower cost, one person to talk to, quick decisions. An agency costs more and moves through process, but you are buying continuity — more than one person knows your project, and there is an office you can walk into if things stall. Whoever you pick, get maintenance as a separate written line, never folded invisibly into the build. A real maintenance agreement names its contents: software and security updates, the backup schedule, a fixed number of small content edits per month, and a response window for when the site is down. "We'll take care of it" is not a term — it is a future argument.

Ask for live URLs rather than PDFs, check each site's footer credit, then request the phone number of one of those business owners and actually call. A genuine developer connects you within a day; a portfolio assembled from templates or other people's projects cannot survive that call. Asking "which parts of this did you personally build?" also separates builders from resellers very quickly.
